Privatized School Systems

Our society, as a whole, has been heading toward a decentralized system of conducting its affairs. Large corporations have been getting larger , meanwhile governments have been giving up increasing amounts of their control. This decentralization has affected even former mainstays of government control, such as phone and power companies. As decentralization becomes more of a reality, there has been a great deal of debate over what controls the government should maintain or relinquish. The public school system has long been a source of frustration. Many feel the schools would be run more efficiently and with better results if privately run companies were to take over. They feel that with the existing large, encumbering bureaucracy, the government is simply unable to provide the proper base that is necessary to support a successful school system. The proponents of privatized school systems have long maintained that governments are not as knowledgeable about individual school environments as those who and they have to manage many schools, whereas the owners of a specific private subsidized school would be well informed about the school's circumstances and can concentrate on that school alone. They say that the governments role should become that of regulator, not schoolmaster, and that since the private schools do not face the political constraints that the municipal governments face, they would be more able to adapt to change. Since the operation of public schools is more bureaucratic and centralized than private subsidized schools, it is expected to inhibit rather than promote educational innovation. Private schools, being less bureaucratic and more decentralized, are expected to be more efficient organizations and to have a better perspective than their public school counterparts. They are also expected to provide a greater incentive and opportunity to come up with more innovative programs than public schools in order to stay competitive. Bureaucracy is expected to hinder initiative and efficiency, whereas the private sector in general is expected to be more dynamic and responsive because of their need to stay competitive. It is hoped that this competitiveness will foster innovation. On the other side of the debate is the group that favors continued government control over the school system. They argue that privatizing the schools would lead to a decreased focus on the needs of the children with an increased emphasis placed on the bottom line. They maintain that the companies taking over for the government would focus their attention more on cutting corners to make larger profits rather than on the education of children. With continued government control over the school system, there will remain a stability that is necessary to insure a full and equal educational opportunity for all. Having the education system privatized would create inequalities in the method that education would be provided. Those who oppose privatization agree that not only would municipal control maintain stability, but would also ensure fair and equal teatment for all. The same would not hold true if the schools were placed in private hands. Schools that do not make a profit along with teachers that are no longer needed would simply let go in order to save money or maintain profits. I can see that there are several benefits on both sides. The economic benefits are obviously in favor of a decentralized school structure. There be no bureaucracy to wade through to make the simplest decisions, in the system would allow teachers to make important ground level decisions as they see fit. This increased efficiency includes many benefits, but with what cost? What about the special needs children, or the under privileged, will the private companies take care of them? What happens when these companies don't make enough money on a school, will they close it down? The children whose schools have been closed will have to travel further and further just to get to school, if they even go. Maybe there should just be mega-schools were ten schools are combined into one, all to save the managing company money. With government control, there may not be efficiency but there is some stability. That is the important thing. Companies can open and close their doors in a day, but schools are more important than companies. Education is the key to our futures, can we afford to gamble with what is a stake? The government must become more efficient at doing its job in managing our schools, and business has proven itself to be efficient. Maybe there is a way to combine the two and receive the best of both worlds.

Effects of Technology on Enviroment Essay

Effects of technology on environment. Selection of topic Now a day the world relies totally on technologies. Therefore, it is important to discuss on the effect caused on environment due to these technologies. Aims and objectives To study about effects of technology on earth. To study its negative and positive impact on environment. To discuss how to decreases its ill effect. To analysis the energy consumed per year on technologies. Relevance The Negative Ecological Impacts of Technology One of the biggest problems the world faces today is the amount of energy that is consumed globally. With almost all of the world’s businesses using computer technology to operate, the energy consumption of the industrial world is constantly on the increase. Countries such as the United States where the average employee works more than 40 hours a week, as a result, the energy consumption of a typical office in the United States is likely to be higher than that of an office in a country where the average work week does not exceed 40 hours. Many offices run their computer systems on a mainframe server. This server is usually running 24 hours a day and is rarely shut down. To keep these servers from overheating, fans are installed within the hard drives. With the combined energy of the fans and the operation of the servers, the amount of energy being consumed is huge and results in a very high thermal count. According to the International Energy Agency or, IEA, around 4% of the world’s energy consumption in 2008 was due to the mass use of information communications technologies. This figure is predicted to rise to an incredible 40% by the time the year 2030 arrives. By this time, the demands on the world’s electricity sources will have also doubled globally and companies will need to have a viable solution to prevent computer technologies from being a major drain on the world’s energy resources. The  Positive Ecological Impacts of Technology Despite the claims that technology is to blame for many of the world’s ecological problems, technology has also served to improve the shape of our planet. Since the rise of technology in the workplace, numerous ICT companies have been designing â€Å"greener technology† to combat the detrimental effect that computers and their accompanying technology have on the environment. One of the best known organizations is the Green Grid. The Green Grid is an organization that consists of IT companies and professionals from around the world. The Green Grid is devising ways to improve the way energy is consumed by IT oriented businesses and their offices. One of the biggest achievements of the Green Grid is the Power Usage Effectiveness or, PUE, metric system. This system records data center energy consumption. How it works is by recording the energy consumption of a data center or mainframe server every 15 minutes. By recording in these 15 minute increments it helps those monitoring the data to notice if there are any energy fluctuations and if the data center systems are using an adequate amount of energy. The long term goal of the Green Grid is to introduce a standard system that allows business managers and IT operatives to compare the amount of the energy they are consuming and if necessary resolve ways to reduce it. Another technology that is having positive impacts on the environment is low carbon technology. Low carbon technology is a form of technology that has been developed in China. Largely developed because of China’s low carbon footprint in comparison to other developing countries, the low carbon technology aims to offset the amount of emissions polluting the air by using renewable fossil fuels. Observation Improvements in the technology have antagonistic effects on the human life along with the positive effects. The growth of the technology leads to very severe problems like pollution, unemployment, effects social life of the humans etc.. First of all, the most serious problem is pollution, which is created by the technological inventions like vehicles, industries, etc.. Now-a-days the vehicles like cars, bikes are increasing which is leading to increase in pollution. The other problem is radiation caused by the increase in the mobile phones. Secondly, in most of the developing countries like  India the major problem is unemployment. This problem is mostly caused by the increase in the instruments, which are the results of improvement in the technology. Finally, in today’s world all the people are getting addicted to the internet like social sites, games and they also becoming victims of the google. For example, all the persons are getting involved in the facebook and they are not at all bothering about the surrounding world, this may leading them away from the social life and sometimes it also creates problems in the families. The other example, everyone in this world is depending on google for each and everything and they are not at all referring to the books. However, most of the people say that improvements in technology like software solutions creates employment, but that is not true because the employment created by the software field is less than the employments which is decreased by the instruments in industries. In conclusion, the negative effects of the technology is higher than the advantages from the improvements in technology. Conclusion As a result of the increase in the various forms of technology, there are many positive and negative ecological impacts on the planet. Through the rise in modern technology and increase in globalization, there is a high increase in energy consumption. This in turn has devastating effects on the planet’s climate and air quality. However, without modern technology there would not be the capability to improve energy management systems or to develop environmentally friendly products such as bio-fuels. To make a progressive step towards reducing the amount of damage technology does to the environment, it is necessary to find ways to manage new technology responsibly so that it can continue to have positive ecological impacts. A Doll House Essay Example | Topics and Well Written Essays - 1250 words

A Doll House - Essay Example as leaders of states and contributors in the development of various fields such as Science, Technology, the Arts, Music and other branches that are encompassed by the society. Nora’s character in Henrik Ibsen’s play depicts all of the conventional qualities expected of women during the 19th century. Women in the family were expected to stay at home, tend to the needs of her husband and children, keep the household in top shape and grant the wishes and commands of her husband which was the master of the house. Women back then were also forbidden to interfere with financial matters including loans and only a handful of females were allowed to work in offices. They were also not allowed to speak openly of their opinions because they were labeled as vulgar if they speak freely of what they have in mind, which was also evident in Ibsen’s play. In contrast to the present functions of women, the 19th century women who were expected to stay at home and not allowed to work had changed over the years due to the increasing needs of a family to subsist required the females to also get hold of a job. These working women were gradually accepted by the changing society and at present, women who support their families hand in hand with her husband are widely accepted and are no longer a controversial issue as it was in the 19th century. Ironically though, women today spend greater time in offices than they spend at home and with their families as opposed to women during the older times who barely went out of their homes and were only allowed to go out if they were permitted by their husbands. The aspect of today’s women as a co-provider of the family is in direct contrast to the portrayal of a 19th century woman in A Doll’s House wherein Nora’s husband, Torvald, acts as the sole provider for the family and firmly believes that the man should be the only provider in the family. In the play A Doll’s House, Nora mentioned that she was secretly working on some

Criminology Essay Example | Topics and Well Written Essays - 1750 words - 1

Criminology - Essay Example This makes the Crown Court the higher court of prime instance in criminal cases. Nevertheless, for some purposes, the Crown Court remains hierarchically ancillary to the High Court and Divisional Courts which fall under the High Court, on one hand. On the other hand, the Magistrates’ Court stands and operates as a lower court where all proceedings of criminal trials start from. Civil matters, particularly, family proceedings may also start at the Magistrates’ Court. The Magistrates’ Court have been streamlined and modified to help in fast and cheap delivery of justice. In England and Wales alone, there are 360 Magistrates’ Courts. The foregoing clearly shows that there are similarities and differences in the manner in which magistrates’ Courts and Crown Courts operate and the different roles they dispense. Also known as Justices of the Peace, magistrates serve as unpaid trained members of the local community. This is because magistrates are local pe ople who volunteer their services to the community. According to Macnair (2007, 678-679), although magistrates will not require formal legal qualifications, yet they are required to undertake a training programme including prison and court visits, in order to help magistrates acquire necessary skills. Magistrates are given procedural and legal advice by qualified clerks. On the converse, District and Crown Court judges are strictly qualified, full-time professionals on payroll and usually, are based in larger cities. Again, unlike magistrates’ court judges, District and Crown Court judges attend to more sensitive and complex court cases. Presently, there are about 30,000 magistrates, 150 district judges and 170 deputy district judges who operate in the approximately 330 magistrates’ courts in Wales and England. Given that magistrates do not need legal qualifications to discharge their duties, they are advised and helped in court on legal procedures and matters of law a nd legal practice by Justices’ Clerks. Assistant Justices’ Clerks also partake in this responsibility (Bell and Dadomo, 2006, 339). Unlike Crown Court judges, magistrates preside over less serious criminal cases such as motoring offences, the failure to pay council tax, TV licenses and vehicle excise license and misdemeanor. Magistrates may therefore commit to Crown Courts, more serious cases such as murder, rape and manslaughter. The same judges may deal with lighter legal duties such as enforcement of court fines, search warrants, court fines and right of entry applications. According to Carlen (1975, 378), cases may be brought to magistrates’ courts by the Crown Prosecution Service (CPS). In the event that a defendant has pleaded not guilty, a trial may be held, with the magistrates listening to, viewing and analyzing the evidence that has been adduced before the court of law, deciding on agreed facts and facts [which are] in dispute and considering whether t he case has been proven beyond reasonable doubt. In case a suspect has been found guilty or the suspect has entered a guilty plea, the magistrates may proceed to issue a court sentence by using sentencing guidelines and structured decision making processes which define the expected penalty for typical offences. The magistrate judges will also take note of case law and practice directions from higher courts and are also given advice in court by a legally qualified and competent adviser (Riddle and Jones, 2013, 750). In the event th
